Holding a private tourist hospitality facility permit? The new regulation, in force since 11 September 2026, requires converting it into a licence within 90 days, free of charge and with the same expiry date, together with registering on the Shomoos system.
What the licence needs

Who applies
A Saudi citizen, or a non-Saudi who owns the unit. The licence is issued to the person, and no commercial registration is needed.

Proof of ownership or use
An electronic title deed, or an electronic lease proving the right to use the unit for the whole licence term.

The building and its owners
The unit must be in a residential, agricultural or mixed residential-commercial property, and the owners' association bylaws in a shared building must not prohibit daily rental.

Shomoos and the inspection
Registration on the Shomoos system, the private hospitality unit standards, and an inspection of the unit by the ministry before the licence is issued.

Common questions
What is the Ministry of Tourism licence for daily rentals called?
The private hospitality unit licence, formerly known as the private tourist hospitality facility permit. The Private Hospitality Unit Regulation replaced the previous regulation on 11 September 2026.
Do I need a licence to list my unit on Gathern or Airbnb?
Yes. A private hospitality unit may not be operated, advertised or take bookings without a valid licence, and since January 2025 platforms must not list unlicensed units.
How much does the licence cost, and how long does it last?
The issuance fee is SAR 1,100, and the licence lasts up to one year from issue. It is not renewed: when it ends, you apply for a new licence.
I have an old permit. What do I do?
The new regulation requires converting the permit into a licence within 90 days of its entry into force on 11 September 2026, or before the permit expires if that is sooner, free of charge and with the same expiry date, together with registering on Shomoos.
Does the licence need a commercial registration?
No, the private hospitality unit licence is issued to individuals. Serviced apartments and holiday homes run by a company need a different licence, the tourist hospitality facility licence, which requires a commercial registration.
How many units can I license?
Up to three licences in one shared building. If your application would take your total above three licences, a valid contract covering maintenance and cleaning for all your licensed units is required.
Can I rent monthly under this licence?
The licence covers overnight stays: no more than 29 consecutive days, and no more than 90 days in total for the same guest in the same unit during the licence term.
What happens if I operate without a licence?
Operating a unit without a valid licence is a grave violation in the penalties table, with a fine and closure of the unit until the violation is corrected, and the fine doubles on repeat.
